  • Technology Wing of Ministry of Science and Technology has a vital role in overseeing technical matters within its attached organizations.
  • The Technology Wing administers technical matters in several key organizations such as PSQCA, PCSIR, PNAC, NMIP, PEC and PHA to ensure compliance with national standards and regulations.
  • Its functions include policy formulation, regulation, coordination, and promotion of scientific and technological activities, development of quality infrastructure to ensure quality products and services for local and international market which are safe for people and environment.

  1. Pakistan Standards and Quality Control Authority (PSQCA)
  • PSQCA is responsible for the development and enforcement of national standards.
  • Under the Ministry's oversight, PSQCA ensures quality control across various industries, safeguarding consumer interests and promoting industrial efficiency.
  • Inclusion of quality standards in mandatory list of PSQCA
  • Minimum energy performance standards (MEPS) of electric fans, National security Standards have been included in the mandatory list of PSQCA after the approval of the Federal Cabinet.
  • Working as focal person for Pakistan Regulatory Modernization Initiative (PMRI)
  • Actively participated in Pakistan Single Window (PSW) for ease of doing business
  • Celebrate World Standard Day and organize a walk for awareness of standards in Quaid-e- Azam Industrial estate Lahore
  1. Pakistan Council of Scientific and Industrial Research (PCSIR)
  • PCSIR is a premier scientific research institution focusing on applied research and industrial development.
  • The Ministry directs PCSIR's research endeavors to address key national challenges and promote industrial development.
  • By aligning PCSIR's activities with national priorities, the Ministry ensures research outcomes contribute to economic growth and technological advancement.
  • Project proposals for funding regarding the enhancement of testing facilities in PCSIR were submitted to the Export Development Fund (EDF).
  • This initiative aims to strengthen PCSIR's capabilities in testing and analysis, thereby supporting local industries in meeting international standards and boosting export competitiveness.
  • Pakistan National Accreditation Council (PNAC)
  • PNAC is tasked with accreditation of conformity assessment bodies including laboratories, inspection bodies, and certification bodies.
  • The Ministry supervises PNAC to uphold international standards, enhance competitiveness, and facilitate trade and industry.
  1. National Metrology Institute of Pakistan (NMIP)
  • NMIP is responsible for establishing and maintaining national measurement standards crucial for trade and scientific research.
  • The Ministry ensures NMIPs activities align with global benchmarks, fostering accuracy and reliability in measurements.
  • Issuing certificates of exemptions from custom duty in favor of different R&D organizations, including PCSIR, NIE, NMIP.
  1. Pakistan Engineering Council (PEC)
  • PEC regulates the engineering profession and accreditation of engineering education programs.
  • The Ministry works closely with PEC to ensure the competency and ethical conduct of engineers, promoting excellence in engineering education and practice.
  • Participate in the PEC Technical Committee meetings
  • Upon the approval of PEC Governing Body, Ministry after consulting with the relevant stakeholders initiate the process for the proposed amendments in the PEC Bye-Laws
  1. Pakistan Halal Authority
  • The Pakistan Halal Authority is responsible for the accreditation and certification of halal products.
  • Under the Ministry's oversight, the Pakistan Halal Authority ensures compliance with Islamic principles and international halal standards, facilitating trade and promoting consumer confidence.
  • Inter-ministerial Coordination
  • Technology Wing of Ministry of Science and Technology coordinates and participates in various inter-ministerial technical matters and activities.
